If you want to outsource, be ready to budget around $5,000 to get the app built. Sites like oDesk and e-lance are your best bet for a one off project – you can look at resumes and let developers bid on your project. I would recommend reading the eBook Carla White wrote on outsourcing her app; the book is called "Inside Secrets to an iPhone App".
